Top countries in the UK with Visa Sponsorship for Immigrant Job Applications
The UK does not run four separate sponsorship systems. England, Scotland, Wales and Northern Ireland share one Home Office route, the Skilled Worker visa, and one public register of licensed sponsors. What changes by country is the job market, the density of licensed employers, pay, living costs, and a handful of shortage rules. For an immigrant comparing sponsored job applications in 2026, that difference is the whole decision.
As of the Home Office register checked on 2 October 2026, 127,705 organizations held a Worker or Temporary Worker sponsor license, and 122,323 of them were licensed for the Skilled Worker route. A license is permission to sponsor. It is not a promise that a vacancy is open, or that the employer will assign a Certificate of Sponsorship. The practical task is to match an eligible occupation, a real offer, and a sponsor that is still A-rated on the day you apply.

How visa sponsorship works in 2026
A sponsored job application has a fixed sequence. An approved UK employer offers a genuine role. The employer assigns a Certificate of Sponsorship, which is an electronic record, not a paper certificate. You apply for the visa within three months of that assignment, using the reference number. You must score 70 points. Sponsorship is worth 20, a job at the required skill level is worth 20, English language is worth 10, and salary is worth 20.
From 22 July 2025, the job must normally be skilled to RQF level 6, roughly graduate level, unless the occupation is on the Immigration Salary List or the Temporary Shortage List. You do not need a degree yourself. The occupation code has to sit in the right table of the Immigration Rules. For a first Skilled Worker application with a Certificate of Sponsorship assigned on or after 8 January 2026, English is assessed at CEFR B2 in reading, writing, speaking and listening, up from the older B1 standard.
Pay is the highest of three tests: the general threshold of £41,700 a year, the going rate for that occupation code, and an hourly floor of £17.13 based on a 37.5-hour week. Lower thresholds exist, and only one discount applies. A relevant PhD can reduce the general threshold to £37,500, or to £33,400 for a relevant STEM PhD. New entrants and most Immigration Salary List roles also use £33,400, with different going-rate percentages. Health and care roles on national pay scales follow a separate, lower framework, with a floor around £25,000, or £12.82 an hour, for eligible Agenda for Change roles. These figures come from Home Office rules in force through early October 2026. Confirm them on GOV.UK before you accept an offer, because thresholds have moved more than once since 2024.
Most Immigration Salary List entries are due to leave the list on 31 December 2026. Care worker and senior care worker codes are the main exception, listed through 22 July 2028, with tighter sponsorship rules in England. The Temporary Shortage List keeps some medium-skilled roles open, but it does not itself discount the £41,700 threshold.
The visa can be granted for up to five years. You can extend if you still meet the rules. Settlement is normally available after five years of continuous lawful residence, subject to salary and other requirements at the time you apply. This is general information, not immigration advice.

England: the largest sponsor market by a wide margin
England is the default answer if volume is what you need. London alone accounts for about 35,201 Skilled Worker sponsors on the October 2026 register, more than the next ten cities combined. Birmingham has about 2,946, Manchester about 2,753, Leicester about 1,365, Bristol about 1,234 and Leeds about 1,035. Reading, Cambridge, Milton Keynes, Oxford, Nottingham and Coventry all sit in the high hundreds. These town counts follow the address on the sponsor register, so they are a proxy for where the license is held, not a map of every workplace.
That concentration shapes the application strategy. In London and the South East, finance, technology, professional services, life sciences and higher education sponsor at scale. Software developers, data scientists, cyber specialists, accountants, auditors and project managers are routine Skilled Worker occupations, provided the salary clears both £41,700 and the going rate. Going rates in London tech and banking often sit well above the general threshold, which is useful for the visa and less useful for rent.
Outside the capital, England’s health system is the single most reliable public sponsor. NHS Employers guidance confirms that NHS trusts use the Skilled Worker and Health and Care Worker routes for doctors, nurses, midwives and allied health professionals. The Health and Care Worker visa is the cheaper clinical route: lower application fees, and no Immigration Health Surcharge for the main applicant or dependant. Private hospital groups and large care providers also hold licenses, but adult social care sponsorship in England is narrower than it was in 2022 and 2023. New care worker sponsorship is largely limited to providers registered with the Care Quality Commission and carrying on a regulated activity, and care workers generally cannot bring dependant.
Manufacturing and engineering sponsors cluster in the Midlands and the North. Automotive, aerospace, rail and civil engineering employers around Coventry, Derby, Sheffield, Manchester and Newcastle still assign certificates for design engineers, mechanical engineers and quantity surveyors. Universities in Oxford, Cambridge, Manchester, Birmingham and London sponsor researchers and lecturers on academic salary rules, which can sit below the general £41,700 threshold where national or role-specific rates apply.
The trade-off is cost. A sponsored salary of £45,000 in London and the same salary in Leeds are not the same offer. Applicants who can work hybrid, or whose employer has offices in more than one English city, should price housing, council tax and commuting before treating the highest headline salary as the best offer.
Scotland: energy, universities and a distinct shortage list
Scotland has fewer licensed sponsors than England, and a clearer set of sector strengths. Glasgow has about 1,287 Skilled Worker sponsors, Edinburgh about 1,107 and Aberdeen about 496 on the same October 2026 snapshot. Those three cities cover most sponsored hiring north of the border.
Edinburgh is the financial and technology center. Banks, asset managers, fintech firms and the university sector sponsor analysts, software engineers, risk specialists and researchers. Glasgow combines health, engineering, advanced manufacturing and a large university base. Aberdeen remains the operational center for oil and gas, with a growing renewables and subsea engineering market. Energy transition roles, petroleum engineers, project controllers and specialist technicians are the roles most often linked to sponsorship there, where the occupation still meets RQF level 6.
Two Immigration Salary List entries are Scotland-only, and both are narrow. Fishing boat masters under occupation code 1212, and chemical scientists in the nuclear industry under code 2111, can use the reduced salary route if the Certificate of Sponsorship is assigned before the removal date of 31 December 2026. Biological scientists, archaeologists and graphic designers are listed UK-wide over the same period. These are not open doors. The job description has to match the code, and the sponsor still has to hold a live license.
NHS Scotland recruits doctors, nurses and allied health professionals through health boards rather than English-style trusts. Pay is set on Scottish Agenda for Change or medical contracts, which the Health and Care Worker route can recognize. Registration is still with the UK-wide Nursing and Midwifery Council or General Medical Council, so a clinical applicant does not need a separate Scottish license to practice, but they do need the right board to sponsor them.
Living costs are generally lower than in London, especially outside Edinburgh’s city center. Prescriptions are free in Scotland. Immigration control is reserved to Westminster, so the visa you receive is a UK visa. You can live and work in Scotland on it, and you can later move to another UK country if a new sponsor assigns a new certificate, subject to the rules at the time.
Wales: health, advanced manufacturing and a smaller sponsor base
Wales has the smallest sponsor count of the four countries, and that is the main planning point. Cardiff, the largest center, has roughly 615 licensed sponsors on directories drawn from the early October 2026 register. Swansea, Newport and Wrexham add smaller clusters. A job search that only filters for “Wales visa sponsorship” will look thin next to Manchester or Glasgow. A search aimed at known sponsors will not.
NHS Wales health boards sponsor nurses, doctors, pharmacists and allied health roles on the Health and Care Worker route. Salaries follow Welsh pay arrangements, often close to English Agenda for Change bands, with a lower cost of housing than Bristol or London. For many clinical applicants this is the rational comparison: similar visa rules, similar registration, different rent.
Advanced manufacturing is the other serious market. Airbus at Broughton in North Wales is a long-standing aerospace employer. Newport and the compound semiconductor cluster sponsor engineers and technicians where the role is graduate level. Steel and energy transition work in South Wales is more uneven, and not every contractor holds a license. Universities in Cardiff, Swansea and Aberystwyth sponsor academic and research staff, including roles tied to UKRI-funded projects.
Wales shares the UK-wide Immigration Salary List entries, including care managers, biological scientists and several construction trades that remain listed until the end of 2026. Construction sponsorship is possible, but only where the occupation is still eligible and the salary clears the relevant test. A general labouring role will not qualify.
The practical advantage is competition. Fewer applicants target Welsh sponsors, and hiring managers outside Cardiff often struggle to fill specialist posts from the local market. The practical limit is mobility. If your partner needs a large professional job market, Cardiff is the realistic base. Rural health boards can sponsor, but partner employment and schooling need a separate plan.
Northern Ireland: the smallest register, and a different map
Northern Ireland has the fewest Skilled Worker sponsors, with Belfast at about 534 on the October 2026 city lists and smaller numbers in Derry/Londonderry and elsewhere. That figure understates the opportunity if your sector is one of the ones that already recruits internationally.
Belfast’s sponsored market is concentrated in financial services technology, cyber security, professional services, food processing management and health. Large shared-service centres and technology firms have used sponsorship for software engineers, data analysts and compliance specialists for several years. Queen’s University Belfast and Ulster University sponsor researchers. Health and Social Care trusts sponsor doctors, nurses and allied health professionals on the Health and Care Worker route.
Two structural points matter. First, the Common Travel Area lets British and Irish citizens move freely between the UK and Ireland. It does not give a Skilled Worker visa holder the right to work in the Republic of Ireland. A UK visa is valid in Northern Ireland only. Cross-border commuting for work needs Irish permission. Second, salaries are often lower than London equivalents, and so are rents. A £42,000 offer in Belfast can leave more net income than a £50,000 offer in Zone 2, once housing is included. Run the numbers on the actual going rate, not on the general threshold alone.
Agri-food and manufacturing sponsors exist, mainly for managerial, engineering and quality roles rather than operative roles. As in the rest of the UK, the July 2025 skill-level rise removed many mid-skilled jobs from the route unless they sit on a shortage list.
How the four countries compare
| Country | Sponsor picture, early October 2026 | Strongest sponsored sectors | Typical trade-off |
|---|---|---|---|
| England | About 35,200 Skilled Worker sponsors in London alone; large clusters in Birmingham, Manchester, Leeds, Bristol | Tech, finance, NHS, universities, engineering | Most vacancies, highest pay, highest living costs in the South East |
| Scotland | Glasgow about 1,287, Edinburgh about 1,107, Aberdeen about 496 | Energy, fintech, universities, NHS Scotland | Clear sector map, some Scotland-only shortage codes until end of 2026 |
| Wales | Cardiff about 615, smaller clusters elsewhere | NHS Wales, aerospace, semiconductors, universities | Less competition, thinner professional job market outside Cardiff |
| Northern Ireland | Belfast about 534 | Fintech, cyber, health trusts, food manufacturing | Lower costs, UK visa does not cover work in Ireland |
Industries that sponsor in every country
Five sectors account for most Certificates of Sponsorship, whichever country you target.
Healthcare is the widest door. Doctors, registered nurses, midwives, radiographers, physiotherapists, pharmacists and biomedical scientists are sponsored by NHS bodies in all four countries. The Health and Care Worker visa fee from the 8 October 2026 Home Office table is £324 for up to three years and £628 for more than three years, and the Immigration Health Surcharge is not charged. Clinical registration is separate from the visa and often takes longer than the visa decision.
Technology is the widest private-sector door. Software developers (SOC 2134), IT business analysts, cyber professionals and data scientists meet the graduate skill level. Sponsors range from global firms in London and Edinburgh to product companies in Manchester, Cardiff, Belfast and Cambridge. Offers below £41,700 fail unless a PhD or new-entrant discount applies, and even then the going rate may be higher.
Finance and professional services sponsor accountants, auditors, actuaries, management consultants and compliance specialists, mainly in London, Edinburgh, Manchester and Belfast. Engineering sponsors design, mechanical, electrical and civil engineers against national going rates that often exceed £41,700 for experienced hires. Education sponsors lecturers and researchers, with academic pay rules that can be more flexible than the general threshold.
Social care is no longer a volume route for new overseas recruits in the way it was before 2024. Where it remains open, dependants are restricted, England requires CQC-regulated sponsors, and the list entry is time-limited. Do not plan a 2026 move around a care assistant offer unless you have checked the current occupation rules and the sponsor’s rating in the same week.
What a competitive application looks like
Sponsors reject most speculative emails. The applications that move share a few traits.
The CV uses the employer’s job title and, where you know it, the SOC 2020 code language. A hiring manager searching for a mechanical engineer should not have to translate “technical all-rounder”. Dates, locations and registration numbers are exact. For clinical roles, NMC, GMC or HCPC status is in the first half page.
The salary conversation happens before the certificate is assigned. If the offer is £40,000 and the role is not on a discounted list, the visa will be refused even if the employer is keen. Ask for the SOC code, the hours, and whether the figure is base pay. Allowances count only in limited cases. The employer, not you, must pay the Certificate of Sponsorship fee of £525 and the Immigration Skills Charge. Home Office guidance is clear that sponsors must not pass those costs on.
English evidence should be ready before the offer. A degree taught in English in a majority-English country, or an approved test at B2, is the usual route for new applicants in 2026. Waiting to book a test after the certificate is assigned wastes the three-month window.
Financial evidence is still required unless you have been in the UK with permission for 12 months, or your sponsor certifies maintenance. The standard figure is £1,270 held for 28 consecutive days. Dependants add further amounts. Health and Care applicants should still budget for this even though they avoid the surcharge.
Costs to budget before you accept
Home Office fees published for 8 October 2026, with no increase on the previous table, are the right planning numbers.
A Skilled Worker application from outside the UK costs £819 for up to three years and £1,618 for longer. In-country applications cost £943 and £1,865. Immigration Salary List jobs cost £628 and £1,235. The Immigration Health Surcharge is £1,035 per adult per year, paid upfront, so a three-year visa carries £3,105 before any dependent. Children are charged £776 a year. Priority processing is extra.
On the employer side, a sponsor license costs £611 for a small or charitable sponsor and £1,682 for a medium or large sponsor. The Immigration Skills Charge is £480 a year for small and charitable sponsors and £1,320 a year for medium and large sponsors, charged in six-month blocks. A medium sponsor assigning a three-year certificate therefore pays several thousand pounds before salary. Employers who understand that cost sponsor deliberately. Employers who discover it late often withdraw the offer. Raise the question early.
Add relocation, a tenancy deposit, and professional registration. A nurse who has paid an NMC application, an English test and a flight can reach the start date with little cash even on a visa that waived the surcharge. Build a three-month buffer.
Mistakes that waste the certificate
The register is not a vacancy list. Writing to all 35,000 London sponsors produces refusals and spam complaints. Use the register to check a named employer after you have a live application or a recruiter introduction.
Occupation codes are refused when the duties do not match. A “marketing executive” paid £42,000 can still fail if the Home Office decides the role is administrative. Read the SOC description before you agree the code.
B-rated sponsors are a warning. The October 2026 register included only 88 B-rated sponsors, but a B rating usually means the employer cannot assign new certificates until compliance issues are fixed. Check the rating on the morning you expect the certificate.
Care worker dependent’s are the most common family-planning error. A nurse can usually include a partner and children. A care worker on the restricted codes generally cannot. Confirm the code, not the employer’s informal reassurance.
Finally, do not resign on the strength of an email. The certificate has to be assigned, the visa has to be granted, and entry clearance has to be in place before you travel to start work. Standard decisions from outside the UK are often measured in weeks, not days. Priority services shorten that, at a published extra fee.
Questions applicants ask most
Can you apply without a job offer? Not on the Skilled Worker or Health and Care Worker routes. Both require a confirmed offer and a certificate from a licensed sponsor. Other routes, such as Graduate, High Potential Individual or family visas, are separate and do not depend on sponsorship.
Does a sponsor in Scotland limit you to Scotland? No. The visa is UK-wide. Your conditions tie you to the sponsoring employer and role, not to a country inside the UK. A change of employer needs a new certificate and, in most cases, a new application.
Which country is easiest? England has the most sponsors and the most refusals from volume. Scotland and Northern Ireland have fewer sponsors and less competition in energy, fintech and health. Wales suits clinical and engineering applicants who have already identified a board or manufacturer. Ease follows the sector, not the flag.
Is the Immigration Salary List worth chasing? Only if your occupation is on it and the certificate can be assigned before the removal date, 31 December 2026 for most codes. A discount to £33,400 does not help if the going rate is already £48,000. You must meet the higher figure.
Can dependants work? On the Skilled Worker route, partners and children who qualify can work, with limited exceptions. Care worker restrictions are the main carve-out. Each dependant pays an application fee and, outside Health and Care, the surcharge.
Where to point the search
If you need the largest pool of licensed employers, start in England, then narrow to a city whose rents you can live on. London, Manchester, Birmingham, Leeds and Bristol are the volume markets. If your profession is energy, life sciences or financial technology, put Edinburgh, Glasgow and Aberdeen on the same list as London. If you are a nurse, doctor or allied health professional, compare NHS trusts in England with boards in Scotland and Wales and trusts in Northern Ireland on pay band, registration timeline and housing, not on sponsor count. If your field is aerospace, semiconductors or cyber, Cardiff, Broughton, Newport and Belfast are smaller and more specific, which is an advantage once you have names.
Check every employer on the official register of licensed sponsors before you invest in an English test or a flight quote. Confirm the SOC code, the salary against both the £41,700 threshold and the going rate, and whether the Health and Care Worker route applies. Rules, fees and list dates cited here reflect the position in early October 2026, including the register of 2 October 2026 and the fee table effective 8 October 2026. Home Office pages are the source to recheck on the day you apply.
